Halong Offshore Wind Power said it aims to complete the commercialization of Halong No. 2 wind farm by the end of this year and Halong No. 3 wind farm by the end of next year, and obtain the electricity license, which will then become the first GW-class wind farm in Taiwan.

"The Hailong Offshore Wind Project is located 45-70 kilometers off the coast of Changhua in water depths of 35-55 meters. The project is divided into the Hailong No. 2 wind farms (2A and 2B) and the Hailong No. 3 wind farm, and is jointly developed by Canadian independent energy developer Northland Power Inc. Ltd. and Mitsui & Co., Ltd. of Japan.

Looking back at the development trajectory of the Sea Dragon project, from the start of the offshore substation construction ceremony at the end of 2022, the start of the underwater foundation production in 2023, the official launch of the offshore project in 2024, and the completion of the 37 underwater foundations in November of the same year, to today's first grid-connection, Sea Dragon expects to complete the installation of all the turbines of the No. 2 wind farm in August, and the official turnaround by the end of the year; and the No. 3 wind farm will be completed in August next year and the turnaround by the end of the year, when it will have 1,044 MW. The third wind farm will be fully connected to the grid next August and will be commercialized by the end of the year. By then, it will have 1,044 MW, becoming Taiwan's first GW-class wind farm, and is expected to become the largest offshore wind farm in the Asia-Pacific region.

When asked if the Sea Dragon wind farm might be completed earlier, Tim Kittelhake, CEO of Sea Dragon Offshore Wind Power, said the team had originally planned to connect to the grid in the first half of this year, and it is now right on schedule, and the production of parts for Sea Dragon's planned wind farm is also going very well.

The total installed capacity of Halong's offshore wind project exceeds 1GW (1 million kilowatts), of which 294MW of wind farm No. 2A will be sold to Taipower, and the remaining 728MW of wind farms No. 2B and No. 3 will be supplied to TSMC (accounting for 69.73% of the total generation capacity), and the only two customers of Halong's wind farms at present are Taipower and TSMC.

Since most of the components of the Halong Wind Farm come from Europe and Asia, and only a few electronic devices are imported from the U.S., the impact of Trump's tariff policy is actually not significant. Reduced demand in the US market also means that they can release more transportation capacity, which is a relatively positive impact on the overall offshore wind power industry, and the impact on Taiwan's supply will also be relatively small.
